Who We Are

The Community Development Foundation (CDF) is a national humanitarian and development organization, established in 2005 and registered under the Voluntary Social Welfare Agencies Registration and Control Act 1961 in Sindh and Balochistan.

Based at Jacobabad, Sindh, CDF has emerged as a people-centered organization — growing from a single district initiative to implementing projects across 13 districts in Sindh and Balochistan. The organization is committed to empowering communities, enhancing resilience, and promoting sustainable development through strategic interventions.

CDF is a member of key national and international humanitarian networks including the NEAR Network, Start Network, ADRRN, CHS Alliance, FAFEN, and GNDRC — reflecting its commitment to globally recognized humanitarian standards and localization principles.

Two Decades of Community Service

From a youth employment initiative to a nationally recognized humanitarian organization.

Early 2000s
The Founding Idea
Experienced development workers and media personnel in Jacobabad recognized that local youth were excluded from NGO employment. They formed CDF as a resource centre to train and empower young people.
2005
CDF Established
CDF was formally established and registered under the Voluntary Social Welfare Agencies Act. A Youth Development Center and computer training facility was set up in Jacobabad.
2005–2008
First Three Years
365 youth (male and female) were trained in development sector orientation, computer skills, CV writing, and job interviews. 50% secured employment in NGOs and development projects.
2009–2015
Program Expansion
CDF expanded from Jacobabad to multiple districts in Sindh, adding programs in education, health, WASH, women empowerment, and disaster response.
2011
Floods Response
CDF responded to the devastating 2011 floods in Sindh, partnering with UNDP, UNFPA, NATPOW, and USAID-funded programs for humanitarian relief and early recovery.
2017–Present
SEF Long-Term Education Partnership
CDF began its long-running partnership with Sindh Education Foundation on adolescent literacy and training, running until 2027 across Jacobabad and Shikarpur.
2021–2022
Electoral Reform & Localization
CDF implemented the EQUIP project on electoral quality with TDEA, and began the ToGETHER project with WHH on humanitarian localization.
2022–2023
Mega Floods Emergency Response
CDF led multi-agency emergency response to the catastrophic 2022 Pakistan floods in Jacobabad, Jhal Magsi, and Jaffarabad — serving thousands of flood-affected households with shelter, NFIs, MPCA, and WASH.
2024–2026
Climate & Anticipatory Action
CDF is implementing multiple heatwave, drought, and flood anticipatory action projects, becoming a leader in anticipatory humanitarian action in Sindh and Balochistan.
