Drought Risk Analysis Report – Jacobabad, Kamber Shahdadkot & Umerkot
This consolidated Drought Risk Analysis Report presents an evidence-based assessment of drought exposure, climate vulnerabilities, and socio-economic impacts across Jacobabad, Kamber Shahdadkot, and Umerkot districts of Sindh, Pakistan. Developed within the Start Network's Disaster Risk Financing (DRF) – Start Ready framework, the report examines agricultural livelihoods, water security, health and nutrition, education, gender vulnerabilities, climate trends, and community coping mechanisms. Drawing on field assessments, community consultations, and institutional risk analyses, it identifies district-specific risks and presents strategic recommendations for anticipatory action, climate resilience, and disaster risk reduction.
About the Report
The Drought Risk Analysis Report provides a comprehensive, evidence-based assessment of drought exposure, vulnerability patterns, and sectoral impacts across Jacobabad, Kamber Shahdadkot, and Umerkot districts in Sindh, Pakistan.
The assessment supports anticipatory action planning under the Start Network's Disaster Risk Financing (DRF) – Start Ready mechanism. It brings together field observations, community consultations, climate information, and institutional risk assessments to inform disaster risk reduction and resilience-building interventions.
Objectives of the Assessment
The report examines the underlying causes and consequences of drought, identifies vulnerable population groups, and provides recommendations for proactive humanitarian and development programming.
- Assess drought exposure and climatic vulnerabilities.
- Examine agricultural livelihoods and food security.
- Evaluate drinking water access and WASH conditions.
- Assess health, nutrition, and education risks.
- Identify gender-related and socio-economic vulnerabilities.
- Examine migration patterns and household coping strategies.
- Recommend anticipatory action and resilience measures.
Geographical Coverage
Jacobabad
Jacobabad experiences severe heat exposure, increased evapotranspiration, groundwater stress, and dependence on canal irrigation. These conditions affect agricultural production, livestock, water availability, and the health of vulnerable populations.
Kamber Shahdadkot
Kamber Shahdadkot faces overlapping drought risks arising from variable canal water supplies, rainfall irregularity, fodder shortages, and agricultural livelihood dependency. These factors contribute to economic insecurity among farming and livestock-rearing communities.
Umerkot
Umerkot demonstrates severe structural vulnerability because of its reliance on rainfed agriculture, limited groundwater recharge, water scarcity, and restricted livelihood diversification. Recurring drought conditions contribute to crop failures, food insecurity, and seasonal migration.
District-Wise Climate Risk Assessment
The report assesses the three districts against five risk domains: meteorological exposure, agricultural sensitivity, water stress, livelihood and socio-economic stress, and institutional preparedness.
- Jacobabad: Climate Risk Score: 20/25 – Very High Risk.
- Kamber Shahdadkot: Climate Risk Score: 18/25 – High Risk.
- Umerkot: Climate Risk Score: 20/25 – Very High Risk.
Key Sectoral Findings
Agriculture and Livelihoods
Agriculture, livestock rearing, and daily wage employment are major livelihood sources across the three districts. Recurring droughts contribute to declining crop yields, fodder shortages, livestock stress, reduced employment, and increasing household indebtedness.
Water, Sanitation and Hygiene
Water scarcity, groundwater depletion, salinity, and unreliable water supply systems threaten household water security. Limited access to safe drinking water and adequate sanitation increases risks to public health, particularly for children and vulnerable communities.
Health and Nutrition
Drought-related food insecurity, reduced dietary diversity, unsafe water, and extreme temperatures contribute to health and nutrition vulnerabilities. Children under five, pregnant and lactating women, older people, and persons with disabilities face heightened risks.
Education
Drought disrupts education through declining household incomes, seasonal migration, child labour, and increased domestic responsibilities. Girls may be particularly affected when water scarcity increases household water collection duties.
Gender and Social Vulnerability
Women and girls face disproportionate impacts from drought, including increased unpaid care responsibilities, restricted income opportunities, and greater protection risks. The assessment highlights the importance of gender-responsive approaches to drought preparedness and humanitarian assistance.
Strategic Recommendations
The report recommends strengthening anticipatory action, early warning systems, community preparedness, and climate-resilient livelihood interventions.
- Anticipatory Action: Develop forecast-informed triggers and early action mechanisms to reduce drought impacts before conditions escalate.
- Livelihood Protection: Promote climate-smart agriculture, adaptive cropping practices, livestock protection, and improved irrigation.
- Water Security: Strengthen drinking water infrastructure, rehabilitate water sources, and improve water storage and management.
- Health and Nutrition: Expand nutrition monitoring, preventive healthcare, and targeted support for vulnerable households.
- Education Continuity: Strengthen measures to support children's continued access to education during drought emergencies.
- Gender-Responsive Programming: Ensure women's participation, protection, and equitable access to anticipatory assistance.
Institutional Framework
The report provides an analytical foundation for drought anticipatory action programming under the Start Network's Disaster Risk Financing – Start Ready mechanism. Community Development Foundation (CDF) is identified as the implementing organization for Cluster-8 (Sindh), covering Jacobabad, Kamber Shahdadkot, and Umerkot.
